Based in Melbourne Australia, Hayden Dewar is a muralist, illustrator and painter whose work shifts between client directed projects and his more imaginative personal work.
The latter is an ongoing series of work that draws inspiration from native Australian flora and fauna, mythical imagery and the human condition to create a surreal, metaphysical world full of adventure, myth and symbolism. Projects include council and privately commissioned murals freelance illustration work (ranging from album covers to storyboards and anything in between), and creating paintings for solo & group exhibitions.
Hayden has also had 3 years experience teaching illustration & design in Tafe and runs mural and art workshops. Hayden is passionate about transforming and enhancing public spaces through mural art and thrives on the positivity and public engagement that results from letting his creativity off the leash to roam around the urban environment.

A permanent part of the Frankston landscape, these murals are the centrepiece of the guided Street Art Walking Tours, revealing the city’s evolving arts and cultural edge. Frankston City Council has come to an agreement with Neuron Mobility to extend the Trial until April 2024 after the success in the first 12 months and overall positive community feedback, Council would now investigate options for longer terms plans.

How much money is Frankston City Council making from the e-bikes?
Frankston City Council does not make any money from the Neuron Mobility pedal-assisted e-bikes. Riders pay fares to Neuron Mobility direct.
How fast do the e-bikes go?
The e-bike motor provides power-assist until it reaches 25 km per hour. Using GPS and geolocation technology, the bikes' speed is limited in specific locations across the municipality for safety reasons. These slow-zones will be set by Council and work in conjunction with GPS and geolocation.
Do you need a permit to ride?
Permits for Neuron Mobility pedal-assisted e-bikes are not required, therefore making them available to everyone over the age of 16 years.
If privately owned e-bikes operate following the current VicRoads regulations and guidance, there are no permit requirements from Frankston City Council.

Where do I pick-up a bike?
There will be over 30 convenient, incentivised and dockless parking stations across the municipality that will be visible to riders in the Neuron app.
Where can I ride the e-bikes?
Yes. It incorporates Seaford, Frankston North, Frankston, Frankston South. If the trial is a success, we would hope to bring additional pedal-assisted e-bikes to Skye, Sandhurst, Carrums Downs, Baxter, Langwarrin and Langwarrin South.
Why isn’t my suburb included in the designated riding area?
We have a set number of e-bikes during this trial period. Spreading the bikes too thinly throughout the Municipality will result in a poorer user experience if people cannot access a bike.
We have initially identified a zoned area which has the highest probable chance of usage, but we do have the opportunity to move into additional locations depending on customer demand.
We will be constantly monitoring and adjusting the riding zone throughout the trial, with feedback from users and the wider community.
Where do I park the e-bike when I am finished using it?
The pedal-assisted e-bikes can be parked in any location within the designed riding zone, however we would encourage riders to return the e-bikes to one of the 30+ convenient, incentivised and dockless parking stations across the municipality that will be visible to riders in the Neuron app.
What safety features do the e-bikes have?
Each pedal-assisted e-bike is equipped with a 000 emergency button which can tell if someone has had a fall and helps the rider call emergency services. Voice Guidance educates and warns riders on how to ride safely. The 'Follow my Ride' function allows riders to share their trip with friends and family in real-time, for added safety and peace of mind.
The Neuron operations team works around the clock doing safety checks, changing batteries and cleaning the pedal-assisted e-bikes.
Do I need to supply my own helmet?
No. A Neuron Mobility cycle helmet accompanies each e-bike and can be unlocked and re-locked during trips via the Neuron Mobility app. Riders do not need to provide their own helmets.
How will the ongoing location of the e-bikes be managed?
Each e-bike is fitted with GPS and controlled geo-fencing to ensure that bike locations are always known. At the end of each day, Neuron Mobility's 24/7 operations team collects and returned the e-bikes to the 'preferred parking' areas, ready for the next user. Every e-bike also has topple direction which means that if they are left on their side, the Ground Team gets an alert and moves to reposition it safely.
What sort of sustainability credentials do the e-bikes have?
Neuron Mobility e-bikes are carbon neutral, emission free and charged using 100% renewable energy - in alignment with Frankston City Council's Zero Emissions Strategy.
How do we know the e-bikes are safe?
The Neuron Operations Team works around the clock changing batteries and conducting safety checks, in addition to cleaning the e-bikes.
What about COVID-safety hygiene features?
Neuron's Sanitisation Teams will be working around the clock to keep e-bikes germ-free, using hospital-grade disinfectant, approved by The Australian Therapeutic Goods Administration (TGA), to kill a broad range of bacteria and viruses including COVID-9. There are also reminders in the app. Additionally, rider and trip-data can help with contact tracing if required.

Frankston City Centre E-Scooter Trial
Following the State Government’s decision to extend shared e-scooter trials across Victoria, Frankston City Council is undertaking a small-scale e-scooter trial in the City Centre. The four-month program with Neuron Mobility will involve 75 scooters in specified areas of Frankston’s city centre and foreshore area. It will include geofencing technology to establish slow and no-go zones and ensure dedicated parking zones are used at the end of each trip. The trial will provide data and insights about safe e-scooter use in Frankston City and the potential economic, environmental and transport benefits for Frankston.

LOCATIONS AND RIDING AREAS
Where can I find an e-scooter?
E-scooters can be ridden in the Frankston Metropolitan Activity Centre (FMAC). Neuron’s e-bikes will be available for those looking to travel a longer distance. For the most up to date riding map visit the Neuron App.
Where do I park the e-scooter when I am finished using it?
There are dedicated Parking Zones highlighted on Map where e-scooters can be parked. Geofencing will also ensure e-scooters are parked in one of the many designated parking locations across the riding area. Details of exactly where riders can park can be found on the Neuron App.
What happens if I ride outside of the designated riding areas?
Neuron’s e-scooters are fitted with GPS and geofencing which controls where they can be ridden and parked and their speed limits in different areas; they will gradually come to a safe stop if they leave the trial’s riding area.
How will you stop people from throwing the e-scooters in creeks and the Bay?
E-scooters are fitted with GPS and are controlled by geofencing. If e-scooters are ridden out of the riding area, they lose power entirely. Neuron’s e-scooters also have topple detection which means that if they are left on their side their ground ops team gets an alert and then moves to reposition it safely. Geofencing also controls speed in some areas.
SAFETY AND RIDING RULES
What are the riding rules in Frankston?
• Neuron riders must be 16 years old and above
• e-scooters cannot be ridden on the footpath
• e-scooters can only be ridden on bicycle lanes, bicycle paths, shared paths, and low-speed roads with a speed limit of 60km/h or less
• only one rider allowed per device, and no tandem riding with children
• wearing a helmet is mandatory, there is one on every device
• maintain a safe distance between riders and pedestrians
• give way to pedestrians and mobility devices (such as wheelchairs) at all times
• do not ride under the influence of alcohol or any other substance
• park responsibly, don't obstruct access areas, don’t park too close to a junction.
